It's a super communications package for State sector employees and pensioners by a Sri Lankan Mobile Service provider.

Some of the benefits from the UPAHARA phone plan:

• FREE Outgoing Calls to All local fixed lines ( 00.00 hrs to 18.00 hrs
• Outgoing calls to Any Mobitel number (Voice/Video) ( 00.00 hrs to 18.00 hrs)
• SMS to any Mobitel number all day is 25 cents
• SMS to any fixed line or any other mobile network is Rs.2/-
• Out going calls (Voice/Video) to any other mobile network all day is Rs.3/- per minute
• Out going calls (Voice/Video) to Mobitel numbers and local
  fixed lines between 18.00 hrs and 00.00 hrs will be charged at
  50 cents per minute
